минимальный размер оплаты труда
МРОТ
Размер месячной заработной платы за труд неквалифицированного работника, полностью отработавшего норму рабочего времени при выполнении простых работ в нормальных условиях труда. В величину минимального размера оплаты труда не включаются доплаты и надбавки, премии и другие поощрительные выплаты, а также выплаты за работу в условиях, отклоняющихся от нормальных, за работу в особых климатических условиях и на территориях, подвергшихся радиоактивному загрязнению, иные компенсационные и социальные выплаты. В России МРОТ является отправной точкой при расчете многочисленных других экономических и финансовых величин: ставок зарплаты работников бюджетных организаций, некоторых налогов и даже штрафов. Сложные взаимоотношения возникают у МРОТ с прожиточным минимумом. По идее, эти величины должны были бы совпадать: человек, который трудится, не должен быть нищим. Но на практике они очень различны. ( в 2011 году средний МРОТ составил 4611 руб., а прожиточный минимум 6287 руб. На протяжении многих лет некоторые политики в России использовали идею равенства прожиточного минимума и МРОТ как один из своих демагогических лозунгов. Почему он назван демагогическим, если он правильный? Дело вот в чем. Обязать частные предприятия повысить МРОТ было бы несложно, хотя и здесь возможны трудности: производительность труда низкая, и многие предприниматели просто разорятся из-за дополнительных затрат, рабочие будут выброшены на улицу. Другие предприятия уйдут «в тень», не будут платить налоги. В отношении бюджетников повышение прожиточного минимума равноценно повышению первого тарифного разряда, за которым по существующим коэффициентам были бы повышены и остальные разряды. Такое общее повышение зарплаты не выдержал бы и без того перегруженный бюджет. Когда настали «тучные годы» и бюджеты стали сводиться с профицитом, появилась возможность постепенно сближать две рассматриваемые величины. Так и делалось до начала нового мирового кризиса. Правительство из года в год поднимало уровень МРОТ. Дальнейшее зависит от повышения производительности труда в различных отраслях. Без этого решить задачу уравнения МРОТа и прожиточного минимума невозможно.
